In line with the programming and strategic development guidelines identified by the Tuscany Region on the topic of linguistic training for foreign citizens, Oxfam Italy Intercultura aims to promote the establishment of a regional territorial network with those entities that, by experience and expertise, can contribute to the definition of a joint proposal on the topic of civic and linguistic training in response to the call for experimental civic language training services - Objective 2 - FAMI 2014-2015.
The general strategy is to propose a regional-level system project that promotes networking of subjects and services aimed at citizens from Third Countries for the provision of experimental linguistic training courses complementary to the programming and offerings promoted by the Region and Provincial CPIAs in our territory.
The main elements that will characterize the proposal are:
involvement of vulnerable targets to promote their inclusion and exercise of active citizenship;
coverage of interventions to respond to specific training needs even in territories that are usually "more uncovered" from the point of view of training offerings;
experimentation of innovative paths for linguistic training of vulnerable targets through the development of participatory teaching methodologies;
strengthening of the territorial network with a regional dimension capable of promoting synergies between skills and resources of social private entities present in our territory;
systematization of an innovative and experimental linguistic training model for vulnerable targets.
PROJECT ACTIVITIES DESCRIPTION
The project proposes a systemic action adopting an innovative methodology capable of networking territorial realities and different private social entities according to a logic of complementarity and integration with respect to public programming (Region and CPIA) of linguistic training for foreign citizens. Three pillars will structure the project proposal:
Accessibility: intended both in its sense of promoting greater communication and dissemination of linguistic training opportunities and as active exchange and sharing of experiences, projects, events, and teaching materials among various actors.
Inclusion: considering the changes in the migratory scenario, it is evident that developing linguistic training offers for "vulnerable" and/or specific audiences, such as illiterates or people with various difficulties, is necessary.
Networking: the territorial framework on linguistic training appears fragmented - although rich and articulated - sometimes characterized by mistrust, fears, and small conflicts among the various subjects operating in the same territory. Experience teaches that the objective of "systematizing" the positive things that have been experimented can materialize only through a path realized by the set of actors, intelligences, motivations, interactions, and different skills connected to each other.
The project envisages a chain of 3 actions that intervene at multiple levels:
LEVEL OF LINGUISTIC TRAINING WITH AN EXPERIMENTAL APPROACH FOR VULNERABLE USERS;
LEVEL OF SERVICES TO FACILITATE ACCESS FOR VULNERABLE USERS;
LEVEL OF TERRITORIAL NETWORK AND INSTITUTIONAL CONNECTION;
Given the regional dimension and impact assumed by the project, the extended and articulated composition of the network of partners involved, and the peculiarity of the activities planned by the project, it was necessary to develop an organizational model capable of guaranteeing the maximum control of all processes through the identification of specific roles and functions that each partner will assume according to the skills and experiences gained and possessed.
The process of selecting partners and human resources was carried out already in the planning phase during specific meetings where the criteria for attributing different roles and responsibilities were shared with the 24 third sector entities involved. The project organizational chart includes 1 lead partner, 4 coordinators of wide areas, 20 local partners, 20 supporting entities, 1 analysis and evaluation unit, 1 Scientific Committee.
The Lead Partner exercises coordination, supervision, and control functions of the entire process, promotes and consolidates the governance of activities, supports the development of the territorial network, ensures coordination with the Region in a complementary perspective, is responsible for the monitoring and evaluation system, general administration, and accountability. 4 qualified partners with proven experience in project coordination activities will assume the functions of wide Area coordinators.
Functions: operational control of the reference territorial area, ensuring coordination with the lead partner for the implementation of planned activities, monitoring, data collection, and evaluation. They will be responsible for animating the territorial network of local partners and supporters. They will be responsible for administrative management and reporting for directly managed activities.
The 20 local partner entities will ensure maximum coverage of interventions and direct interaction with vulnerable users. Among the main skills will be those related to the direct management of language courses, informative activities, orientation, and research for the peer supporter figure. They will also be involved in the data collection and monitoring process. A specific unit called Analysis and Evaluation composed of expert researchers will be responsible for setting up the entire monitoring and evaluation system and will be directly responsible for systematizing the entire project.
The Scientific Committee composed of expert Italian L2 teachers will be responsible for setting up the didactic and methodological coordination of all types of linguistic and civic training paths planned and aimed at vulnerable targets. It will be responsible for systematizing and realizing the final project publication.
